This section describes the skills and knowledge required for this unit.

Workplace project
Performance objective
An OHS manager must have a clear idea of which stage the workplace and organisation is at in relation to OHS in order to plan and respond appropriately. This means that the manager must be able to plan and undertake audits which check the documented framework of OHS policies and supporting procedures of OHS management systems in the organisation. The manager must also be able to report on the audit outcomes in a helpful manner to all interested parties.
Specifications

• Plan of audit process including time line for completion.
• Development of audit checklist.
• Log book of activities including brief minutes of meetings and all development time and actions undertaken.
• Audit report including data summaries, analysis and proposals for action (including hazard identification) and communication strategies.

Assessment description
You must plan and undertake an audit of the documented frameworks of the OHS management system at a workplace and report on the outcomes to the OHS manager there.
Procedure
1. Choose an organisation (real or imagined) that requires a documented OHS system.
2. Obtain or create a copy of the OHS set of policies, procedures and record of performances.
3. Develop a plan and timeline for the OHS systems documentation audit.
4. Assume you have an appointment with the OHS manager at the workplace and discuss the plan. Note what quality systems framework the organisation has and the impacts that it has on the OHS system.
5. Develop the audit checklist and check it. Ensure that the checklist clearly evaluates the OHS system in line with the organisation’s quality systems framework.
6. Undertake the audit using the documents you have obtained or prepared and list any areas of work that you might visit.
7. Analyse the results of the audit, providing summaries for the data in tables where appropriate. Propose actions to address any problems that might become obvious. Ensure that you include hazard identification for each of the stages that will be involved in making these changes to the workplace. Suggest some methods for communicating the findings to the managers and employees as part of the report.
8. Present the audit report to the OHS manager.
Data analysis report
Performance objective
An effective manager must be able to analyse given OHS data and suggest actions to address any issues that are highlighted in the analysis.

Assessment description
There is a large amount of OHS data in the workplace which can provide useful information on a variety of areas. An effective manager must be able to summarise and analyse a variety of OHS data which has been given to you. You must also be able to identify trends and suggest possible actions to address any issues arising from the data.
Procedure
? Carefully read through all of the OHS data you have obtained.
? Group and summarise the data using tables and graphs.
? Identify trends and patterns within the data.
? Analyse these patterns and other factors to produce an action plan to deal with any identified OHS issues.
? Compile a report of your findings.
Presentation of audit findings
Performance objective
The manager must be able to communicate OHS matters clearly and accurately.
Specifications
You are required to present the data analysis report you prepared.
Adjustment for distance-based learners:

? A follow up interview may be required (at the discretion of the assessor).
? Documentation can be submitted electronically or posted in the mail.
? Option 1: Assessor as observer
? The learner should conduct the presentation as specified in the Assessment Task, but may require adjustment in reporting, presenting or interviewing, or other situations where the assessor and learner meet face-to-face.
? The presentation can be varied to take place by Skype conference. If that is possible, the process followed does not need to be varied greatly.
? The candidate should email presentation material (PowerPoint slides) to the assessor prior to the presentation.
? Additional evidence (documents, photos, videos) may be required and can be electronic but must conform to the format guidelines provided to candidate.
? Option 2: Video the presentation
? The presentation may involve skills that are too active or complex for video conferencing. This might involve skills or demonstrations of complex tasks.
? In these cases, the learner may be able to video the presentation and send it to the assessor.
Assessment description
You must clearly and accurately present the required outcomes of a proposed OHS systems audit. This is important in the workplace to ensure that OHS initiatives are understood and therefore can be followed. You should discuss a range of communication options to maximise understanding for employees and managers.
Procedure
? Develop presentation framework in PowerPoint.
? Insert the data, analysis and outcomes in this framework based on the scenario in the appendices of the workbook.
? Present these to the class using the PowerPoint presentation and discuss further methods of communication with employees and managers.
? Facilitate the discussion of one hazard which may be expected in the report with the other participants in their role as managers. This discussion must be a consultative process of discussing possible controls and their place in the hierarchy of controls. It must lead to appropriate resolution of the issue for the other participants acting as managers. This will be demonstrated by their agreement to implement a particular control.
WHS test
Performance objective
Effective managers demonstrate knowledge of OHS legislative frameworks and are able to apply them in a workplace scenario. They must also be able to apply the concepts of hazard identification, risk assessment and control using the hierarchy of controls.

Question 3: Hazard and risk control case study
Mario has recently started his own plumbing supplies business after many years’ experience as a contract plumber. He knows the many hazards that face plumbers on the job but now has to think through those associated with his new shop and warehouse. He needs a forklift to move boxes of fittings and piping and some tall racking in the warehouse to provide the storage space for bulk lots. He will need unloading space for trucks as well as parking areas for customers. His shop will need appropriate lighting and shelving and a helpful customer service counter area. He will also need to consider the security of his warehouse and shop at night.
Identify three key hazards, assess their risk using the table on the following page and suggest two control strategies for each of them. Ensure that one of the controls is to be from the lower end of the control hierarchy and one of them is to be from the higher end.
